I am currently working on starting a web hosting business, which will give my customers services such as apache, mysql, email services and other advanced features. I have built an advanced online PHP control panel for the customers to manage their website. Everything is almost ready to go but i am deciding where to situate the system, either on a webfusion VPS package (starter or medium to start with) or buy rack space in the nearby c4l datacenter building. The issue with c4L is that it’s very expensive to start with.

If you are looking necessarily for a UK provider then Webfusion is a good provider. I had to work with them in the past, and i could safely vouch for them.
If you don’t need a specific location, i would suggest to have a look at host-stage.
The advantage is that you can ask them about a VPS reseller account which is quite an asset when you get into the web hosting business.
I don’t have much details about the VPS reselling feature, i just know they propose it. It definitly worths asking them about it.

Try getting the cheaper ones since you dont know either it will be successful or not as there so many competition in the net. My advice try getting smaller dedicated server, when your customers is growing, you can gradually upgrade to larger server
